When a form caps the file size
Exam boards and government portals almost always set a maximum file size for the signature — commonly 50 KB, sometimes as low as 10 or 20 KB. A normal phone photo is hundreds of kilobytes, so it's rejected outright. You need the same signature in a much smaller file.
